Founding of the Hamilton SPCA

The first meetings were held that March, and Adam Brown became the founding president, serving for 35 years. This moment marked the beginning of organized animal welfare in the Hamilton region.

Ontario passes the OSPCA Act

This was the province’s first animal welfare law, shaped in large part by lobbying efforts from Hamilton and other SPCAs. The legislation provided a legal foundation for protecting animals across Ontario.
1927

Hamilton SPCA Humane Education pamphlet distributed province-wide

The Ontario Minister of Education circulated the Hamilton SPCA’s pamphlet to schools across the province. This established Hamilton’s program as a model for humane education and children’s advocacy.

1948

First independent animal shelter opens

Built on Parkdale Avenue, it housed up to 200 animals and became a hub for animal care. This milestone transformed the HBSPCA from an advocacy group into a full-service sheltering organization.  In 1968 a new $200,000 facility replaced the earlier building, significantly expanding space and services. It modernized the Society’s ability to provide medical care, housing, and adoptions.
1987

Centennial and expansion of services

The HBSPCA celebrated its 100th anniversary with a major community event, featuring cartoonist Ben Wicks as keynote speaker. That same year, the Society took on responsibility for animal control across a vast 700 km² service area.

First Wiggle Waggle Walkathon held

This community fundraiser became a beloved annual tradition that ran for 33 years. It brought thousands of people and pets together in support of animal welfare.
1996

Dartnall Road shelter opens

The $5 million facility was considered one of the best in North America at the time, reflecting modern standards of animal care. Governor-General Roméo LeBlanc presided over its opening, underscoring its national significance.

Companion Animal Hospital opens

This in-house clinic provided spay/neuter and medical care for shelter animals, while also supporting community programs. That same year, Ontario passed Bill 50, toughening animal protection laws with strong input from SPCAs.
2020

Adapting during the COVID-19 pandemic

The HBSPCA quickly transitioned to appointment-only adoptions with no-contact pickup and virtual interviews. Spay/neuter surgeries and the Trap-Neuter-Return program continued, ensuring core services carried on through the crisis.

Pet Pantry launches

In its first year, the program distributed 70,000 meals to families in need, and it has since grown into the largest pet food bank in Canada. By helping pets stay with their families during financial hardship, the Pantry has become a cornerstone of HBSPCA’s community support.

A first-of-its-kind in North America, the Animal Welfare Hub is a 55,000 ft², state-of-the-art facility within a six acre master-planned community that will serve animals from all walks of life, at every stage of their life, for generations to come.

Our Pet First Animal Welfare Campus will provide every companion animal in need with access to better care. For the love of all pets, this project will become an example of what shelter medicine can, and should, look like, while exponentially increasing surgeries, housing, and community support.

Animal Shelter

We're pioneering a new animal shelter model, prioritizing outdoor space to the same level as indoor housing. We're reducing length of stay and creating rapid adoption and foster pathways, while more than tripling housing space.

The Animal Shelter is where compassion comes to life—housing dogs and cats in modern, low-stress environments designed for health, enrichment, and adoptability. Featuring small-group canine condos, quiet feline rooms with outdoor catios, and dedicated play areas, including a dog splash pad, the shelter ensures every animal receives physical and emotional care. Through adoption and fostering programs, pets connect with families ready to give them a second chance. Every design element—sound control, natural light, and accessible outdoor spaces—supports recovery, socialization, and joy. The Animal Shelter is HBSPCA’s beating heart, where healing begins and love finds its forever home.

Community Cats

We’re tackling cat overpopulation at its source— doubling TNVR recovery capacity to humanely manage community cats and prevent thousands of litters each year.

The Community Cats program focuses on compassion and prevention, addressing feline overpopulation before it reaches the shelter. Through Trap–Neuter–Vaccinate–Return (TNVR), HBSPCA humanely stabilizes community cat colonies, preventing the birth of thousands of homeless kittens annually. The new Hub includes a dedicated recovery space that doubles capacity, allowing more cats to receive surgery, vaccines, and post-operative care in a safe, low-stress environment. Once healthy, these cats are returned to their outdoor homes, where they can live comfortably without contributing to population growth. This proactive, data-driven approach reduces intake pressure, disease risk, and suffering—strengthening community-wide animal welfare.

We’re expanding access to preventive care—delivering low-cost wellness clinics, vaccinations, and education that keep pets healthy, families together, and animals out of shelters.

The Pet Health Outreach program brings compassionate, affordable veterinary care directly to the community. Through wellness clinics, vaccination drives, and preventive health education, HBSPCA helps families overcome financial and logistical barriers to pet care. Many surrenders begin with treatable medical issues—by addressing these early, outreach prevents crisis and keeps pets with the people who love them. The program also supports underserved populations, including low-income families and unhoused individuals, offering free or subsidized services that promote both animal and public health. Pet Health Outreach is prevention in action—strengthening the human–animal bond before hardship becomes heartbreak.

We’re building Canada’s first non-profit walk-in vet clinic and full-service community hospital—combining urgent care, surgery, diagnostics, and teaching to make high-quality veterinary medicine accessible to every family

The Animal Hospital is the medical core of the Unleash Love Hub—an integrated, full-service facility providing walk-in care, surgery, diagnostics, and urgent treatment for both shelter and community pets. As Canada’s first non-profit veterinary hospital of its kind, it removes barriers to care by offering affordable, compassionate medical services while also serving as a teaching hospital for future veterinarians. With six operating rooms, eight exam rooms, and advanced diagnostic equipment, it will dramatically expand HBSPCA’s capacity to treat and heal. This hospital ensures every animal receives expert, timely care—regardless of circumstance—while shaping the next generation of veterinary professionals.

The End-of-Life Centre is a deeply compassionate space designed to provide comfort, dignity, and privacy during one of life’s hardest moments. Featuring four private farewell rooms—a fourfold increase from the current facility—and a tranquil, dedicated lobby, families can remain together as they say goodbye to their beloved pets. Supported by the on-site Cremation & After-Care Centre, HBSPCA ensures that every farewell is handled with empathy and respect, regardless of financial means. This expanded capacity allows more families to access affordable, compassionate end-of-life services, ensuring every pet’s final moments are guided by love, care, and quiet understanding.

The Master Promenade is the central artery of the Unleash Love Hub—an open, welcoming corridor designed for effortless navigation and accessibility. Modeled after a community promenade or mall, it allows visitors to enter from any direction and be triaged to the care or service they need within 60 seconds or less. Whether seeking veterinary care, adoption, grooming, or outreach support, guests are greeted, guided, and connected immediately. Bright, intuitive signage and visual transparency invite exploration while maintaining flow. The Master Promenade transforms the shelter experience into one of ease, dignity, and connection, making compassion both efficient and accessible.

Designed for efficiency and community engagement, it connects directly to the Cat Café, grooming centres, community rooms, classrooms, and the operating room viewing area—allowing visitors to move easily between learning, service, and care spaces. Its layout supports high public traffic and flexible programming, making it a hub for education, training, and volunteer activities. The Upper Terrace ensures maximum public access and operational efficiency, turning every square foot into a practical, service-oriented extension of HBSPCA’s mission.

What is Unleash Love?

Unleash Love is the Hamilton/Burlington SPCA’s bold new vision to transform animal welfare through the creation of a 55,000-square-foot Animal Welfare Hub—the first of its kind in North America. It integrates sheltering, veterinary care, education, community outreach, and social enterprise under one roof to create a Pet-First future.

What makes this Animal Welfare Hub unique?

The Unleash Love Hub will be the first fully integrated animal welfare centre in North America, combining: a) Shelter housing with species-specific design, b) A walk-in public veterinary clinic, c) High-volume spay/neuter and surgical suites, d) Education and community spaces, e) End-of-life and aftercare services, and f) Social enterprises (grooming, daycare, thrift, cafés). All designed with transparency, efficiency, and compassion at the core. What makes it truly unique is the ability to provide affordable, accessible services for all animals in our community from birth to end-of-life.

How much will the project cost, and how is it being funded?

The total project cost is approximately $35 million. Funding will come from a blend of philanthropy, institutional financing, community bonds, and social enterprise revenue. This diversified model ensures financial sustainability while allowing the community to directly invest in the future of animal welfare.t

How will this project help address animal welfare challenges?

Humane Canada projects by 2030: 40% more shelter overcrowding, 20% fewer veterinarians, and a 50% rise in surrenders due to financial hardship. The Hub directly tackles these issues by expanding shelter capacity, increasing access to affordable veterinary care, and launching programs that keep families and pets together.

How will the new Hub impact the community?

The Hub will support tens of thousands of animals and families annually, create local employment and volunteer opportunities, expand training for veterinary students, and provide accessible services for families of all income-levels. It will serve as a regional centre of excellence for animal welfare, education, and humane leadership.

Why is HBSPCA building a new facility?

Our impact is palpable, but we’ve hit a ceiling. We have the capacity and track record to scale our operations alongside hundreds of volunteers, but we are out of space to do so. EVERY square inch of our current hospital and shelter have been maximized to support the animals. We’ve done everything we can, with everything we have, to create a more humane community - but there’s still so much more to do! Overcrowding and outdated infrastructure restrict HBSPCA’s ability to meet growing needs. The new Hub will triple dog housing, quadruple cat housing, and triple surgical capacity, ensuring the organization can meet the demands of 2050 and beyond.

What will happen to the current HBSPCA location?

We're building our new hub directly beside our current location. Upon construction completion, all operations will be transitioned over to the new hub, and the existing shelter will be renovated to plan for future capacity increases. The site plan connects these two buildings together, creating a 6+ acre master-planned pet-first community.

When will construction start and finish?

Conditional site plan approval has already been secured, and HBSPCA is moving toward building permit submission. Construction is expected to begin in 2026, with the new Animal Welfare Hub opening to the public in 2028.

What are the MySPCA Community Bonds?

A community bond is an interest-bearing loan that a non-profit, charity, or co-operative can issue to support a project they are undertaking. Individuals and organizations can purchase bonds and earn interest, and their investments support projects that generate social, cultural, and/or environmental returns. Community bonds have been used successfully by many types of organizations, typically in conjunction with other forms of financing like mortgages and lines of credit. The MySPCA Community Bond is your opportunity to invest directly in HBSPCA's new 55,000 SF Animal Welfare Hub.

How can I support the project?

You can invest, donate, or volunteer. Investors can purchase community bonds through Tapestry Community Capital. Donors can contribute directly or sponsor naming opportunities. Volunteers can help with campaigns, animal care, or community outreach. Community members can support us by spreading the news with friends, families, and businesses

Have community bonds had success before?

Many other social enterprises and charities across Canada have used community financing and community bonds successfully. Tapestry Community Capital have supported other organizations as they raised over $110 million dollars from nearly 4000 investors. Many other not-for-profit and co-operative organizations have financed their projects using Community Bonds, including the Centre for Social Innovation, Guelph Trillium Waldorf School, Argonaut Rowing Club, Places for People Haliburton, SolarShare, Earth Day Canada, Habitat for Humanity Guelph, 10C, and YWCA Toronto.

How will the bonds be repaid?

HBSPCA has gone through extensive financial planning to ensure that bond principal can be repaid to investors upon maturity, and interest on all bonds can be paid annually. The Offering Statement which includes the Business Plan with all of these details will be sent to you when you complete the purchase request form. HBSPCA has a recent history of social enterprise revenue, paired with large real estate assets and conservative revenue projectionss for the hub - all of which partially back the bonds and provide a pathway for repayment of the bonds.

Are the community bonds taxed?

Interest earned from a community bond is taxed as regular Investment Income from Canadian Sources. Consult with a tax accountant for your individual case. Tapestry Community Capital will support HBSPCA in preparing, filing and issuing T5/RL-3 Statements of Investment Income and will send them annually to investors via a secure electronic PDF on our behalf.

What if something happens and I need my investment back before maturity?

Bondholders may request a repayment of bond principal in times of hardship, subject to the availability of replacement capital and/or funds within the organization and at the discretion of the Board of Directors.
