Provincial Support
The Provincial Support program underscores HBSPCA’s role as the primary partner of the Government of Ontario in supporting animals through the PAWS Act (Provincial Animal Welfare Services).
When animals are taken into Provincial Care from situations of neglect, cruelty, or abuse, they may be brought to HBSPCA for immediate housing, medical treatment, and rehabilitation.
The new Hub enhances this partnership with purpose-built intake and care space designed for emergency response and safe intake space. Each animal receives compassionate, expert care until legal matters are resolved and rehoming can begin. Through this work, HBSPCA stands as Ontario’s trusted sheltering authority in protecting the province’s most vulnerable animals.

The Doggy Daycare is a compassionate social enterprise that gives pet owners peace of mind while strengthening HBSPCA’s mission. Offering safe, affordable short-term care, it serves families heading to work or on vacation—but also those facing emergencies such as hospitalization, eviction, or temporary housing loss.
By providing temporary boarding instead of permanent surrender, HBSPCA keeps pets with their families and reduces shelter intake. Professionally supervised and enriched, the daycare promotes healthy play and socialization while generating sustainable revenue to fund HBSPCA programs. It’s a community safety net that protects animals, supports people, and prevents crises before they happen.

Dog Dens
The Canine Condos redefine how shelter dogs experience care and comfort. Instead of housing all dogs in one loud, high-stress room, the new Hub separates kennels into smaller, calming pods—no more than five dogs per room.
Each space features advanced noise-reduction materials and individual high-velocity HVAC systems to maintain clean air and optimal temperature control, minimizing disease transmission and stress. This thoughtful design supports better physical and emotional health, faster recovery, and improved behaviour—all critical factors in successful adoption.
The result is a safer, more compassionate environment that helps every dog thrive while waiting for their new home.

Pet Thrift
The Pet Thrift & Pantry is a dual-purpose social enterprise that supports both community affordability and animal welfare. Here, HBSPCA sells gently used and new pet supplies—leashes, beds, toys, and accessories—at accessible prices, generating sustainable revenue to fund animal care and outreach. We estimate more than $250,000 in sales within our first year operating.
Integrated within the space, the Pet Pantry distributes thousands of free pet meals each year to families facing financial hardship, preventing surrenders often caused by financial crisis. Together with door-to-door and long-haul delivery, we expect to provide more than 6 million free pet meals every year.
This model combines compassion with practicality, blending one social enterprise to support the operating costs of our pet pantry free pet meal program.

The Public Grooming Centre provides accessible, professional grooming services that improve pet health while helping families maintain responsible, long-term ownership.
Regular grooming prevents matting, infections, and skin conditions—reducing medical issues and surrenders tied to neglect. This service is priced affordably for the community while operating as a social enterprise, generating steady revenue to fund HBSPCA programs and animal care.
Staffed by trained professionals and volunteers, the centre is also a teaching environment for future groomers and animal-care students. Clean, safe, and community-focused, the grooming space ensures every pet leaves healthier while every visit strengthens HBSPCA’s mission.

Dog Cafe
Dog Housing
The new Hub expands indoor dog housing from 20 kennels to 60, a threefold increase. These kennels are designed with modern shelter medicine in mind: quieter zones, natural light, and dedicated exercise access. Today, the limited number of kennels means that HBSPCA often has to defer intake, rely heavily on foster placements, or keep dogs in less-than-ideal holding areas.
With expanded housing, the shelter can consistently provide every dog a proper run, reducing stress and behavioural decline that lengthens stay.
Quantitatively, tripling capacity means HBSPCA can accommodate hundreds more dogs per year, particularly larger breeds that often stay longer. This expansion addresses Humane Canada’s projected 40% increase in overcrowding by 2030, giving HBSPCA the buffer capacity needed to absorb sudden influxes from cruelty cases, municipal transfers, or seasonal surges.
More runs also mean improved flow: while one cohort is in adoption prep, another can be showcased to the public, cutting average length of stay and increasing adoption throughput.

The Master Promenade is the central artery of the Unleash Love Hub—an open, welcoming corridor designed for effortless navigation and accessibility. Modeled after a community promenade or mall, it allows visitors to enter from any direction and be triaged to the care or service they need within 60 seconds or less. Whether seeking veterinary care, adoption, grooming, or outreach support, guests are greeted, guided, and connected immediately. Bright, intuitive signage and visual transparency invite exploration while maintaining flow. The Master Promenade transforms the shelter experience into one of ease, dignity, and connection, making compassion both efficient and accessible.
