As intake numbers rise and adoptions struggle to keep pace, shelters across Canada are facing space crises. Overcrowded conditions increase stress and illness among animals and reduce staff capacity to provide quality care.
Increase in pet surrenders due to economic pressures

The cost of living crisis is impacting families across our communities. The number one reason for surrender is no longer behaviour, it's financial difficulty. Families are being increasingly forced to face impossible decisions.
Decrease in access to available veterinary services

Limited access to affordable veterinary care will continue within our communities, driven by a surge in pet ownership without a veterinary workforce to grow at the same pace. Families can't afford or find the care their pets need.

Provincial Support

Integrated within the space, the Pet Pantry distributes thousands of free pet meals each year to families facing financial hardship, preventing surrenders often caused by financial crisis. Dog Cafe
The new Hub expands indoor dog housing from 20 kennels to 60, a threefold increase. These kennels are designed with modern shelter medicine in mind: quieter zones, natural light, and dedicated exercise access. Today, the limited number of kennels means that HBSPCA often has to defer intake, rely heavily on foster placements, or keep dogs in less-than-ideal holding areas.
With expanded housing, the shelter can consistently provide every dog a proper run, reducing stress and behavioural decline that lengthens stay.
Quantitatively, tripling capacity means HBSPCA can accommodate hundreds more dogs per year, particularly larger breeds that often stay longer. This expansion addresses Humane Canada’s projected 40% increase in overcrowding by 2030, giving HBSPCA the buffer capacity needed to absorb sudden influxes from cruelty cases, municipal transfers, or seasonal surges.
More runs also mean improved flow: while one cohort is in adoption prep, another can be showcased to the public, cutting average length of stay and increasing adoption throughput.
