Some of the most vulnerable animals in our community live in plain sight.

They shelter beneath porches, behind businesses, in alleyways, barns, and industrial yards. They are fed by caring residents, watched over by dedicated caregivers, and known within neighbourhoods - but they often live without the safety, stability, or medical care that companion animals receive every day.

These are community cats.

For many years, community cats have been a complex and growing part of Hamilton’s animal welfare landscape. Left unaddressed, outdoor cat populations can increase rapidly. Unspayed cats can produce multiple litters each year, leading to overcrowding, illness, injury, and preventable suffering. Communities can also experience increased concerns related to noise, odour, property damage, and strained local resources.

The challenge is real—but so is the solution.

The Hamilton/Burlington SPCA’s Community Cat Program was built on a simple principle: lasting progress requires humane, evidence-based action. Rather than relying on short-term measures that fail to address root causes, the program focuses on Trap-Neuter-Vaccinate-Return (TNVR), the most effective and compassionate approach to stabilizing outdoor cat populations.

Through TNVR, community cats are humanely trapped, transported for veterinary surgery and preventative care, then safely returned to the outdoor colonies they know as home. Each cat receives sterilization, vaccination, and support that improves both immediate welfare and long-term population outcomes. When cats demonstrate social, friendly behaviour and are suited for indoor living, they are also assessed for pathways into adoption rather than return.

This approach changes lives in meaningful ways.

Sterilized cats cannot reproduce, reducing the number of kittens born into hardship. Vaccinations help protect colony health. Nuisance behaviours such as fighting, spraying, and roaming decline. Caregivers gain healthier, more stable colonies to manage. Neighbourhoods experience fewer pressures over time.

Most importantly, cats already living outdoors are given a safer, healthier future, while social cats may have the opportunity to transition into loving homes.

This weekend, the HBSPCA once again leads its annual TNVR initiative - an intensive multi-day operation that brings together veterinary professionals, staff, volunteers, and community partners in a coordinated effort to create measurable change for community cats across our region.

While much of this work happens quietly and behind the scenes, its impact is significant.

Every trap set, every surgery completed, every cat safely returned represents more than a single intervention. It represents fewer animals entering crisis, fewer litters born into uncertainty, and a more humane future shaped through compassion and planning.

Programs like this do not succeed through one team alone. They rely on the dedication of veterinary professionals, the commitment of volunteers, the support of donors, and the compassion of residents who choose action over indifference.

The Community Cat Program reflects the HBSPCA’s belief that animal welfare must meet animals where they are - even when that means outside, unseen, and often overlooked.

Because caring for animals is not only about those who enter our shelter doors.

It is also about those waiting beyond them.
